Sir:

Referring to my telegram of the 14th instant informing you of the piracy of the British steamship "Sai-nam", I have now the honour to forward a full report thereon together with copies of the depositions taken by me at an Enquiry held on board on the 14th instant. Public feeling among foreigners is much excited at the brutal murder of Dr. MacDonald who for twenty-two years has devoted himself for the benefit of the Chinese and who leaves a widow and child.

I am doing my utmost to induce the Viceroy to recognize that the time has now come when it is absolutely incumbent on him to take measures for dealing radically with the question of piracy and robbery within his jurisdiction generally.

I shall report further as the case develops.
